Blanch the potatoes for about 8-10 minutes in boiling water.
Preheat oven to 350℉
Drain and let them cool while you cook your ground beef.
Cook ground beef in a skillet and then drain off the grease.
In a bowl, mix together the cream of base, ground beef, potatoes, parsley and half of the cheese.
Add to a greased casserole dish and top with the remaining cheese.
Cover and bake for 35 minutes with the foil on.
Remove the foil and bake for an additional 15 minutes.
